AmCham Cambodia’s elected Board of Governors is responsible for the management, oversight and vision of all aspects of the organization. There are nine AmCham Governors sitting on the board at all times. They are elected by the membership at the annual general meeting, then the selection committee selects two possible candidates for each available position, and finally a majority vote by the membership elects the new Governors.
Governors sit for a two-year term and may stand for re-election at the end of their term. Governor terms are staggered – one year 4 seats are up for election, and the following year, the other five seats become available. Following each annual election,the board elects officers: Chair, Vice Chair, Secretary and Treasurer from among the sitting board members. Terms for these board positions are one year.
To recognize special long-term service to AmCham, the board established “emeritus” board positions, which are granted for life. To date, two have been granted:
– Chairman Emeritus position to Mr. Bretton G. Sciaroni.
– Member Emeritus position to Mr. Michael Hayes.
This honor forever places these individuals in the AmCham spirit and bestows on them the privileged of attending BoG meetings as non-voting consultants.
Mr. Allen Dodgson Tan
Director of Applied Technology, Golden West Humanitarian
CEO, J-Hook Co., LTD

Allen is a Cambodian-American general manager, product designer and passionate advocate for the development of STEM professions in Cambodia. Allen is the Director of Applied Technology for the Golden West Humanitarian Foundation, a California-based non-profit dedicated to destroying explosive remnants of war. He founded the Golden West Design Lab (Phnom Penh) which produces innovative, award-winning products in Cambodia which are used by governments and organizations worldwide. Prior to working in Cambodia, Allen served seven years in the United States Army; as both an Infantryman and an Explosive Ordnance Disposal (EOD) Operator with a combined 26 months of combat duty in Iraq and Afghanistan.
Allen holds a Master’s of Science in Risk Management from Boston University and a Bachelor’s of Science in Business Administration from Franklyn University (Columbus, Ohio). Allen has been presented multiple honors by the Kingdom of Cambodia for his work and is an advisor to the Cambodian Ministry of Education, Youth and Sport.
Mr. Bretton G. Sciaroni
Senior Partner, Sciaroni & Associates

Mr. Sciaroni is Senior Partner at Sciaroni & Associates, and has served as Legal Adviser to the Royal Government of Cambodia since 1996, a position which has the rank of Minister.

Mr. Sciaroni is a founding Governor and has served as Chairman of AmCham since 1996. He also serves as Chairman of the International Business Chamber. In addition, Mr. Sciaroni is the Chairman of the Working Group on Law, Tax and Good Governance, one of the mechanisms for private sector dialogue with the Royal Government. He has served in this capacity since 2000, with his co-chair being the Minister of Economy and Finance. His original co-chair was Deputy Prime Minister Keat Chhon, and in the current mandate his co-chair is Senior Minister Dr. Aun Porn Moniroth.
Mr. Sciaroni obtained his law degree from UCLA and is a member of the District of Columbia Bar. He has lived and worked in Cambodia since 1993, making him the longest serving foreign lawyer in the country.
Ms. Tean Ly
Head of Global Subsidiaries Group, ANZ Royal

Tean is a career banker having worked in the financial services industry for almost 15 years. Prior to moving to Cambodia, Tean worked as a banker at Citigroup in New York and in Acquisitions at a real estate private equity firm focused on investing in affordable housing. Currently, she runs the Global Subsidiaries and Financial Institutions businesses at ANZ Royal. In this role, Tean works closely with the international business community by advising on financial strategies to help her clients grow their company in addition to providing market and industry insights. Tean also works with a range of local and international financial institutions providing solutions in transaction banking, rate and currency risk management and funding requirements.

Tean also serves on the board of Population Services Khmer which is now known as Population Services Internatuonal, a US-based NGO, which provides health solutions to the rural and low income communities. She earned a Bachelor’s degree from the University of Colorado, Denver Business School where she was also a Chancellor’s Scholar and Leader.
Mr. Ashley Irving
Principal, Australian Centre for Education

Ashley joined the Australian Centre for Education in June 2012 as Principal. A native Australian from Melbourne, Ashley holds degrees in mathematics, business and linguistics..
After a twenty-year career in corporate banking culminating in a position as Associate Director at Rothschild Bank, Ashley decided to seek a new direction. Since then he has worked in the English Language Teaching industry for eighteen years, including time in Brazil, Argentina and Australia. He is also a member of the Australian Institute of Company Directors. Since joining ACE, Ashley has seen the number of students increase from 6,000 in 2012 to over 18,000 today, reflecting the strong desire amongst Cambodians to keep upgrading their education. Ashley is also part of a joint public-private committee which is which is working with the Cambodian Government on STEM Education.
Mr. Anthony Galliano
Chief Executive Officer, Cambodian Investment Management Holdings Co. Ltd

Anthony is Group CEO of CIM Holding, Chief Executive Office of Cambodian Investment Management, and Chairman of Phnom Penh BG Serviced Office, Premium Human Resources, Cambodian Investment Management Insurance Agent, Dynamo Innovative Digital Advertising, and Jump Digital (Cambodia). The primary business of the group are Accounting, Payroll, Tax, Human Resources, Insurance Agency, Serviced Offices, and Advertising,
Anthony was a career senior corporate banker with 27 years’ international experience with ANZ, Citibank, J.P. Morgan Chase and Bank of New York.
He served as the Chairman of the Hong Kong Securities Industry Group from 1998 to 2000 and was appointed as a Consultative Panel member of the Hong Kong Exchanges and Clearing Limited. In recognition of his outstanding performance as a Corporate Banker he was twice selected to Citibank’s Chairman’s Club, an annual nomination for the top Corporate Relationship Managers worldwide who have demonstrated superior credit, risk, marketing, teamwork and relationship management skills. Anthony holds a degree in Accounting, International Certificate for Financial Advisers from The Chartered Insurance Institute (U.K.) , a diploma in Cambodian Tax from CamEd Business School, and has passed FINRA/NASD Series 7, 24, 63 and 65.
Ms. Ali Copple
Senior Partner, Yejj Consultancy

Ali is a longtime resident of Phnom Penh, working in the field of education since 1990, Ali appreciates the opportunities that have been provided by the US in skill training and finances through businesses and education. Her experience includes organizing and developing ISPP into an international school, teaching, accreditation and curriculum development at Northbridge International School (NISC), start up and development of East West International School (EWIS); and providing training, curriculum and program development, evaluation and assessment for NGO’s with an educational or training component; and private schools, and most recently start up and development of the International Montessori Daycare and Forest Hill International School. Ali is part of a team of evaluators assisting in Accreditation of international schools in the region with Western Association of Schools and Colleges (WASC).
She is a Senior Partner of Yejj Consultancy working with educational projects. Ali is a member of the AmCham Workforce Development Committee; initiating the start up of the AmCham Membership Committee and in her second year of Vice Chair of the AmCham Board of Governors. Additionally, Ali has served on the board for the Canadian International School (CIS), and for an international church in Phnom Penh.
Mr. Pily Wong
CEO, Hung Hiep

Pily, who lived in France (Paris) for over 20 years, is highly involved in the economic environment in Cambodia. He is the CEO of Hung Hiep (Cambodia) Co. Ltd, one of the longest history company in the Kingdom, specialized in distribution of Fast Moving Consumer Goods E&J Gallo Winery (World no.1 selling wines), Cafés Richard (no.1 coffee in France) Selleys (World no. 1 in Silicones and Glues) and Lee Kum Kee (World leading Asian cooking sauces), and in the export of Agriculture Products such as Rice (Awarded Cambodia Best Fragrant Rice in 2016).
He is also the owner of MDP Co. Ltd., an independent system integrator, founded 10 years ago, specialized in large accounts (banking industry, telecom industry, construction and public sector) working closely with Microsoft, IBM, Cisco, Calypso, Autodesk, Gemalto and Oberthur. He holds a Bachelor’s degree in Computer Science from the University of Paris VI and a Bachelor’s degree in International Commerce with Asia Specialization from the National Institute of Oriental Languages and Civilizations.
In 2017, he has founded 2 other companies: Brand Protection Services Co., Ltd.: A company specialized in protecting Intellectual Properties of companies, by fighting criminal organizations that produce counterfeited products. CMS: A property management company, and owner of a website called Wayhome, in which people can list and find apartments for rent by few simple clicks.
In his social career, he actively contributed to the development of the economy as he is past President of the French-Cambodian Chamber of Commerce, past Vice-President of the ICT Federation of Cambodia, past Governor of the Board of the American Chamber of Commerce in Cambodia, past Vice President of the Cambodian Automotive Industry Federation. Now he supports youth and sports being the Vice-President of the Cambodia Motor Sport Federation and being Board Member of the Cambodia Shooting Federation. In terms of charity, he has joined the Board of Directors of Khmer Sight Foundation, helping to provide free eye treatment and surgeries to people with cataract and other eye-diseases.
Mr. Matt Van Roosmalen
Country Manager, Emerging Market Consulting

As the Country Manager for Emerging Markets Consulting (EMC), Matt has firsthand and in-depth knowledge of Cambodia’s economic and business sectors. Since 2011, Matt has worked with both foreign and local investors, stakeholders, and business owners across a variety of industries – from healthcare and education to energy and manufacturing to hospitality and construction. Matt’s experience in private sector development in a uniquely Cambodian context is extensive: he regularly advises development partners on investment climate, skills development, trade facilitation, and the entrepreneurial start-up ecosystem. In his career, Matt has advised and facilitated work for a multitude of clients, including but not limited to the World Bank, the Asian Development Bank, and the Royal Government of Cambodia.

At EMC, Matt overseas all consulting engagements in Cambodia and develops regional strategy. Additionally, Matt coaches and manages his team. One of the highlights of his work has been working with his Cambodian colleagues, who now constitute the majority of the firm.
If elected to the board of the American Chamber of Commerce, Matt will utilize his expertise to help the Chamber distinguish itself from Cambodia’s different business chambers. In doing so, he will work to represent American business interests in Cambodia and build upon the American business community’s potential to bolster Cambodia’s economic and business sectors. Recognizing the need to foster a climate of learning between international and local institutions, Matt will aim to build up the next generation of business talent and entrepreneurs who will represent Cambodian business not only with the US, but with the world.
Mr. Sophea Ros
Legal and Public Affairs Director, Cambodia Beverage Company

Sophea joined Coca-Cola Cambodia in 2008 as HR Service Manager. From 2010 to 2015 he has held various positions in the company including Training and Development Manager, Legal & Compliance Manager and led the company to sign the first MOU with Anti-Corruption Unit. Since 2015, he is in charge of Legal and PAC Department.
In 2017, Sophea was elected as a board member of the American Chamber of Commerce. Sophea holds a master Law Degree from Cambodian Royal University of Law & Economics & Lyon II University from France.
