About the Board of Govenors

AmCham’s Board of Governors sit for a two-year term and may stand for re-election at the end of their term. Governor terms are staggered – one year four seats are up for election, and the following year, the other five seats become available. Following each annual election, the Board elects officers: President, Vice President, Secretary and Treasurer from among the sitting Board members. Terms for these board positions are one year.

Mr. Casey Barnett
President
President, CamEd Business School

Casey is the president and founder of CamEd Business School (also known as CamEd Institute), Cambodia’s leading institute of higher education in the fields of accounting and finance. CamEd is the first Association of Chartered Certified Accountants accredited institute of higher education in mainland Southeast Asia. CamEd has proudly educated the majority of the Cambodian professional accountants and auditors in practice today. Casey is known for his Khmer language skills and is the only foreigner to ever pass the Cambodian National Tax Agent exam which is in Khmer language. He is an advisor to the Ministry of Economy and Finance on issues related to financial reporting, working closely with the Accounting and Auditing Regular of Cambodia (ACAR). Previously, he was a World Bank consultant in the area of public sector financial reporting, working closely with the General Department of the National Treasury. He is a CFA charterholder, a fellow member of the Association of Chartered Certified Accountants (FCCA), holds an MBA from Columbia Business School and a BA from Dartmouth College.

Mr. Anthony Galliano
Vice President
CEO, Cambodia Investment Management

Anthony is Group CEO of CIM Holdings, Chief Executive Office of Cambodian Investment Management, and Chairman of Cambodian Investment Management Audit Services, Affinity Star Insurance Broker, Phnom Penh BG Serviced Office, Premium Human Resources, Cambodian Investment Management Insurance Agent, Dynamo Innovative Digital Advertising. He is also the former President of the American Chamber of Commerce in Cambodia, Vice-President of the American-Lao Business Association, Treasurer of the Cambodian Restaurant Association, Director of the Cambodian Insurance Brokers Association,and Board of Director on Digital Classified Group, Tanncam Investment Pte, Backyard Hospitality, Payscout (U.S.A.) Star Insurance Sole (Laos), Fazwaz (Cambodia), and Regiotel (Cambodia). The primary businesses of the group are Corporate Finance, Venture Capital, Accounting, Payroll, Tax, Audit, Human Resources, Insurance Broker, Serviced Offices, and Media.

Mr. Torsten Kleine Büning
Treasurer
Chief Risk Officer, ABA Bank

Torsten​ Kleine​ Buening​ holds​ a​ degree​ as​ Diplom​ Wirtschafts-Informatiker​/​Master​ of​ Science​ on​ Information​ Systems​ of​ Westfaelische​ Wilhelms-Universitaet​ Muenster​ (Germany). Torsten​ is​ a​ risk​ practitioner​ with​ over​ 20​ years​ of​ experience​ covering​ conventional​ and​ Islamic​ Finance​ in​ developed​ and​ emerging​ markets. He​ started​ his​ banking​ and​ finance​ career​ in​ 2002​ after​ becoming​ Basel​ II​ Group​ Project​ Manager​ for​ Volksbanken​ Group​ in​ Austria,​ covering​ Austria​ and​ Central​ Eastern​ Europe.​ In​ 2006-2013,​ Torsten​ shaped​ the​ risk​ management​ of​ Samba​ Financial​ Group​ in​ Saudi​ Arabia​ and​ headed​ Capital​ &​ Portfolio​ Risk​ for​ Emirates​ NBD​ in​ Dubai,​ UAE. In​ 2013,​ Torsten​ moved​ to​ Asia,​ becoming​ Head​ of​ Governance​ for​ Enterprise-Wide​ Risk​ Management​ for​ Standard​ Chartered​ (Singapore). In​ 2017-2019,​ he​ served​ as​ Chief​ Risk​ Officer​ and​ Chief​ Compliance​ Officer​ for​ Tenger​ Financial​ Group​ (Mongolia)​ covering​ Banking,​ Leasing​ and​ Insurance. In​ 2019-2020,​ he​ contributed​ as​ Chief​ Risk​ Officer​ to​ the​ operations​ of​ Deem​ Finance,​ UAE,​ supporting​ an​ ambitious​ digital​ agenda. Torsten​ joined​ ABA​ Bank​ in​ November​ 2020​ as​ Chief​ Risk​ Officer​ and​ as​ Compliance​ Advisor​ to​ the​ Chief​ Executive​ Officer.

Mr. Jay Cohen
Secretary
Partner and Director, Tilleke & Gibbins (Cambodia) Ltd.

Jay Cohen is a partner and director of Tilleke & Gibbins, which is a regional law firm with seven offices in South East Asia. Jay leads the Phnom Penh office. Jay has been working in Cambodia since 2009 and has extensive experience assisting clients and liaising with Cambodian authorities. He is also a licensed arbitrator at Cambodia’s National Commercial Arbitration Centre. As such, Jay has deep insights into the Cambodian market and the concerns of the business community in Cambodia.

Before coming to Cambodia, Jay worked in Singapore for a law firm and South Korea for a local conglomerate in the telecom and energy sectors. He also studied Mandarin Chinese in Taipei, Taiwan. With nearly 20 years of experience in Asia, Jay appreciates the challenges and opportunities of working in the region. Jay is from Northbrook, Illinois and grew up in the suburbs of Chicago.

He received a B.A. from Emory University, and earned his J.D. from Washington University School of Law in St. Louis, alongside an M.A. in East Asian Studies. He has also studied abroad at the National University of Singapore and Hong Kong University. Jay is licensed to practice law in the state of California.

Mr. Bora Kem
Governor
Partner, Mekong Strategic Capital

Bora Kem is a partner at Mekong Strategic Capital, a corporate advisory and investment firm specialising in the Mekong Region, where he advises companies, institutions and clients on mergers and acquisitions, investment strategies and other corporate matters. Bora is a general partner of the Smart Axiata Digital Innovation Fund, a venture capital fund that invests in technology companies in Cambodia and serve on multiple board roles. Previously, Bora was a Vice President at Equilibrium Capital Group, an investment firm with over $2 Billion of capital on its investment platform. Bora began his career as an investment associate in the Global Equity Research Group at Putnam Investments, a diversified investment management firm with $140 Billion of asset under management. Bora was an investment consultant at Leopard Capital and a venture developer at Rocket Internet. Bora has a B.A. in economics from Dartmouth College, an MBA in finance from the Kellogg School of Management at Northwestern University and an international management certificate from the London School of Economics and Political Science (LSE).

Ms. Davy Kong
Governor
Partner, DFDL Cambodia

Davy is a Partner at DFDL Cambodia. With over 15 years of experience, her expertise includes private law, environmental regulations, construction, land, commercial law, trust law, real estate development, and special economic zone regulations.

She has extensive experience in providing legal advice on land holding structures and trust arrangements, conducting the review of relevant hotel licenses, due diligence for real estate properties, and addressing environmental, factory, and construction-related matters for share acquisitions and IPO projects. Additionally, Davy is skilled in drafting land sale and purchase agreements, long-term and short-term lease agreements, security agreements, and overseeing security registration with the relevant government authorities.

Davy has also played a key role in several project finance, acting as a legal consultant in the preparation of security documents and the registration of immovable properties associated with multi-million-dollar loans. She has also provided counsel on real estate development projects and the restructuring of landholding companies with multi-million-dollar immovable properties in Cambodia.

Davy holds a Master’s degree in Private Laws and a Bachelor’s degree in Laws from the Royal University of Laws and Economics, as well as a Bachelor of Arts in English Translation and Interpreting from the Royal University of Phnom Penh’s Institute of Foreign Languages.

In 2006, Davy was selected as a Youth Ambassador for the Ship for Southeast Asian Youth Program, and she was nominated as an ASEAN Young Ambassador to the USA in 2011. She began her legal career in 2007 as a program assistant at NDI, promoting democracy and women’s leadership, and later served as a legal officer at the Phnom Penh Special Economic Zone in 2008. Davy joined DFDL in 2012 and has been an integral part of the firm, initially as Consultant and then Co-Head of Real Estate and Construction Practice Group and subsequently promoted to Partner in 2024.

Mr. Christopher McCarthy
Governor
CEO, MangoTango Asia

Chris McCarthy is an experienced leader and digital marketing and technology expert with over 20 years of experience driving digital transformation and change, and more than 10 years in Asia. He has been an active member of the business community in Cambodia since 2014, serving on AmCham’s Charter committee and for many years chairing its ICT committee – and most recently serving on the Chamber’s Board of Governors. Chris is the CEO of MangoTango, a strategic marketing communications and management consulting firm. The company works on public and private sector clients ranging from Google and Ford to GIZ, the United Nations, USAID and more, and has more than 50 staff at its HQ in Phnom Penh. For the last two years, Chris has served on the Board of Governors of AmCham Cambodia – part of a Board team that has overseen the largest expansion of AmCham in its 25 year history, and leaving it in its most secure financial position. In that time, greatly expanded CSR and advocacy activities have added further value to AmCham, including increased engagement with the Royal Government of Cambodia on laws, regulations and issues of concern to the business community.

Mr. Thomas O’Sullivan
Governor
Chief Executive Officer, Realestate.com.kh

Tom O’Sullivan, CEO Realestate.com.kh has been residing in Cambodia for the past ten years. His education credentials include Management, Human Resource Management, and Commerce/Entrepreneurship at Swinburne Institute of Technology.

Tom’s professional career has been centered around start-ups, social enterprise, tech, hospitality, and marketing. In 2015 Tom joined Digital Classifieds Group, which owns a portfolio of South East Asia and the Pacific’s Leading & Fastest Growing Online Classified Platforms.

Since 2015 Tom has built Realestate.com.kh to become the number one real estate platform in Cambodia. Which includes an ecosystem of services, including websites and apps, physical expos and online expos, thousands of expert guides, and videos to educate local Khmer and international buyers on the real estate market in Cambodia.

Ms. Vanseka Sok
Governor
Managing Partner, Sethalay Law Office

Vanseka has around 12 years of experience in legal practices specialized in financial laws. She graduated from Georgetown University Law Center with a Master’s in International Business and Economic Law. She started her legal career as an associate in the real estate practice group at a regional law firm based in Cambodia and later joined the central bank of Cambodia as an in-house counsel to assist the bank in drafting prudential, banking supervision and payment regulations. Later on, she joined another regional law firm as a senior associate in banking cross cutting capital market practice groups. Vanseka also took part in negotiating Regional Comprehensive Economic Partnership free trade agreements in the section of e-commerce. Moreover, she has served the International Monetary Fund on the project basis in drafting legislations and regulations for public financial management and banking supervision for five African countries. She used to be a consultant to the Ministry of Economy and Finance. Currently, she is also a consultant to the World Bank for advising on public financial management reform in Cambodia. She is the managing partner of Sethalay Law Office specialized in financial and economic laws. Vanseka has been assisting the regulator in drafting financial technology regulations plus advising and assisting clients in financial market entries and merger and acquisitions. As a part time and volunteer job, she is also an Executive Director of Raksa Koma Organization. Moreover, she also serves as a director at Oriental Bank and Credit Bureau Cambodia.

Mrs. Kim Tol Tan
Governor
CEO, Grow4Growth Consultant Co., LTD

Mrs. Kim Tol Tan is the Chief Digital Strategy Officer for Prudential Cambodia Life Assurance Plc. She is leading the company’s strategic initiatives to making quality healthcare and insurance services more affordable and accessible to all Cambodians. Kim is responsible for delivering simple digital insurance products and artificial intelligence (AI)-powered healthcare services through Pulse by Prudential (Pulse), a health and wellness digital app. She will also drive digital partnerships to grow the company’s ecosystem of healthcare services to meet the evolving needs of the consumers in the country. Kim has extensive experiences in the insurance, banking and technology industries. Prior to joining Prudential Cambodia, Kim was the CEO of BIMA, the largest micro-insurer in Cambodia. She also held business consultative roles in Wells Fargo in the United States before she moved back to Cambodia in April 2019 to fulfil her passion in driving healthcare and protection in her mother country. Kim is passionate about serving the community by networking and connecting with other leaders to help support issues and causes important to the business community. Mrs. Kim Tan holds a Bachelor of Science in Business Management from The George L. Graziado School of Business and Management, Pepperdine University in California, USA. A Certification for Negotiation and Influence from Emeritus Institution of Management, Singapore in 2017.

Ms. Ivana Tranchini
Governor
Country Manager, Visa Worldwide (Cambodia)

Ivana is Visa’s Country Manager for Cambodia. She is responsible for working with Visa’s clients, and industry and government stakeholders to develop Visa’s globally interoperable, secure, and reliable payments network for Cambodian consumers and businesses. Ivana was Visa’s Head of Products & Solutions for New Zealand & the South Pacific, where she led the industry efforts to implement Visa products and capabilities in a manner that created growth for the markets. She has also held Senior Sales and Corporate Communications roles for Visa in the Asia Pacific region for three years. Before joining Visa in 2013, Ivana had a 12- year career in corporate communications across payments and banking, as well as B2B consulting through global communications agencies. In this role, she advised a number of global companies, including Accenture and Bayer, on their corporate reputation. Ivana has built a broad understanding of payments from a global and local perspective. She has a particular interest in the role of innovation in closing the gap between developed and emerging payments markets, and the learnings that can be shared across these markets relating to new technologies, regulation, ecosystem dynamics, and operating models. Ivana has worked in a number of markets – Australia, Singapore, New Zealand, and now Cambodia – and traveled extensively participating in community-building programs and personal physical challenges, such as climbing Mt Kilimanjaro.

Mr. Michael Hayes
Board Emeritus
Member of L’Ordre royal de Sahametrei.

Michael Hayes was a co-founder of AmCham Cambodia in 1996 with four other Americans. 

He was a board member for 20 years. In July 1992, he co-founded the Phnom Penh Post, the first independent newspaper in any language in Cambodia, Laos and Vietnam since 1975. He was the Publisher & Editor-in-Chief until 2008 when he sold the paper. Since then he has done a variety of consulting assignments focused on corporate due diligence, political risk analysis, media advisory services, freelance reporting, and editing work. This has included assignments with Finnmap/Cambodian Ministry of Land, Acleda Bank Plc., Conservation International, Levi Strauss, Nardello & Co., Ltd., Control Risks, Kroll, Sciaroni & Associates, APCO Worldwide, Reuters/Integrascreen, the Henri Dunant Centre for Humanitarian Dialogue, Bun & Associates, RMA Cambodia, and Clickable Account.
