About the Board of Govenors

AmCham’s Board of Governors sit for a two-year term and may stand for re-election at the end of their term. Governor terms are staggered – one year four seats are up for election, and the following year, the other five seats become available. Following each annual election, the Board elects officers: President, Vice President, Secretary and Treasurer from among the sitting Board members. Terms for these board positions are one year.

Mr. Devin Barta
President
Country Manager, AHF Products

Devin Barta is a Country Manager on a multi-year assignment for AHF Products overseeing the expansion of their manufacturing site near Sihanoukville, Cambodia. Devin started his career as an officer in the United States Army and has a extensive experience operating in multi-cultural settings. He then moved into the manufacturing sector culminating in multi-site manager roles in the United States as well as managing IoT and Industry 4.0 initiatives. Devin has experience serving on a couple of boards in Pennsylvania. As a general member on the Central Pennsylvania Workforce Development Board, Devin helped ensure that federal funds were being provided for training and development in targeted industries of the Central PA region. As a board member of The New school of Lancaster, Devin participated on the Committee on Trustees focusing on member development and recruitment, as well as the Advancement Committee promoting the school in the general community. Devin received his B.S. from Marquette University and MBAs from Columbia University and London Business School focusing on International Business and Finance. Devin is married and has two children aged 1 and 5 who are living in Phnom Penh. Devin enjoys spending time with his family and travelling.

Mr. Christopher McCarthy

I am the co-founder and CEO of MangoTango Asia, a marketing agency in Cambodia that uses creativity and digital media to build value for client like Google, Accenture, Heineken and PPCBank. Since 2014 I have participated in Chamber activities including working with the Royal Government of Cambodia on eCommerce and technology legislation. My career started in large corporations, and then to a series of technology start-ups in Silicon Valley and New York City. I live in Phnom Penh with my wife of 21 years, Nancy Jaffe.

Mr. Casey Barnett
Treasurer
President, CamEd Business School

Casey is the president and founder of CamEd Business School (also known as CamEd Institute), Cambodia’s leading institute of higher education in the fields of accounting and finance. CamEd is the first Association of Chartered Certified Accountants accredited institute of higher education in mainland Southeast Asia. CamEd has proudly educated the majority of the Cambodian professional accountants and auditors in practice today. Casey is known for his Khmer language skills and is the only foreigner to ever pass the Cambodian National Tax Agent exam which is in Khmer language. He is an advisor to the Ministry of Economy and Finance on issues related to financial reporting, working closely with the Accounting and Auditing Regular of Cambodia (ACAR). Previously, he was a World Bank consultant in the area of public sector financial reporting, working closely with the General Department of the National Treasury. He is a CFA charterholder, a fellow member of the Association of Chartered Certified Accountants (FCCA), holds an MBA from Columbia Business School and a BA from Dartmouth College.

Mr. Jay Cohen

Partner and Director, Tilleke & Gibbins (Cambodia) Ltd.

Jay Cohen is a partner and director of Tilleke & Gibbins, which is a regional law firm with seven offices in South East Asia. Jay leads the Phnom Penh office. Jay has been working in Cambodia since 2009 and has extensive experience assisting clients and liaising with Cambodian authorities. He is also a licensed arbitrator at Cambodia’s National Commercial Arbitration Centre. As such, Jay has deep insights into the Cambodian market and the concerns of the business community in Cambodia.

Before coming to Cambodia, Jay worked in Singapore for a law firm and South Korea for a local conglomerate in the telecom and energy sectors. He also studied Mandarin Chinese in Taipei, Taiwan. With nearly 20 years of experience in Asia, Jay appreciates the challenges and opportunities of working in the region. Jay is from Northbrook, Illinois and grew up in the suburbs of Chicago.

He received a B.A. from Emory University, and earned his J.D. from Washington University School of Law in St. Louis, alongside an M.A. in East Asian Studies. He has also studied abroad at the National University of Singapore and Hong Kong University. Jay is licensed to practice law in the state of California.

Mr. Joseph Telfer

Managing Partner and Founder, DataU Academy

Joseph is Managing Partner of DataU Academy and Mekong Big Data, two leading organisations in Cambodia in the Big Data and Applied Artificial Intelligence sectors. Trained at University College London in Urban Planning and Business and later a Masters in Marketing Joseph then turned his passions to the technology and education sectors. With eyes fixed on the near future Joseph aims to bring high quality training and opportunities to youth across SE Asia and drive the Big Data and AI adoption in the region through services, tools and people. Joseph works with large scale customers both in Cambodia and abroad to deliver complex, mission critical and contemporary data technology projects that leverage data and information in the organization to positively impact bottom line. Through the DataU Academy 100s of new talents are being created to join this exciting industry and to solve the deep and problematic human resource challenges in the Data sector, both in Cambodia and more broadly in the world. Joseph is a Scrum Agile practitioner and enthusiast and is always seeking new ways to apply Scrum to more business areas to drive efficiency, innovation and team effectiveness. Understanding how DevOps, Scrum and Agile will interface to drive huge economic uplift in SE Asia is what wakes Joseph up in the morning and sends him flying out the door to work with customers.

Ms. Moniveark Sou

Managing Director, ChemDry Cambodia

Moniveark is currently an entrepreneur who has owned few businesses in Cambodia including international franchises such as MoneyTree Financial Literacy Program from Singapore and ChemDry Carpet and Upholstery cleaning company from US. She has also been involving in real estate business together with her husband developing Borey Sovanaphum in the emerging area of Phnom Penh City.

Before exploring her path in running her own business, she has been working as a professional in senior leadership roles in banking industry for over 15 years as well as other international manufacturing company for more than 5 years across different function in sales & marketing, Operations, Human Resources and Business Management.

Mr. Zhiger Atchabarov

Chief Operating Officer, ABA Bank

Graduated​ from​ the​ Kazakh-British​ Technical​ University​ (Almaty,​ Kazakhstan).

Started​ his​ career​ in​ 2007​ at​ the​ International​ Relations​ and​ Trade​ Finance​ Department​ of​ Bank​ TuranAlem​ JSC​ (BTA​ Bank),​ Almaty,​ Kazakhstan.​ From​ 2010,​ headed​ the​ Export-Import​ Operations​ Desk​ and​ from​ 2011​ –​ the​ Regional​ Trade​ Finance​ Sales​ Desk​ of​ the​ bank.

In​ 2011,​ joined​ Temirbank​ JSC,​ Almaty,​ Kazakhstan​ as​ the​ Head​ of​ Financial​ Institutions​ and​ Trade​ Finance​ Department​ and​ worked​ at​ the​ bank​ until​ 2014.​ Moved​ to​ Cambodia​ to​ join​ ABA​ in​ May​ 2014​ as​ the​ Head​ of​ International​ Relations​ Department,​ responsible​ for​ correspondent​ banking,​ trade​ finance​ and​ investor​ relations.

Expanding​ his​ responsibilities​ to​ payments​ and​ remittances,​ financial​ institutions,​ interbank​ transactions,​ etc.,​ Zhiger​ joined​ the​ C-level​ as​ Chief​ International​ Operations​ Officer​ in​ May​ 2015.​ At​ this​ position,​ he​ was​ actively​ involved​ in​ finance,​ treasury,​ compliance,​ and​ other​ operational​ activities​ of​ the​ bank,​ and​ from​ July​ 1,​ 2022,​ he​ was​ appointed​ as​ Chief​ Operating​ Officer.

His​ responsibilities​ include​ international​ operations,​ retail​ banking,​ corporate​ and​ institutional​ banking,​ business​ process​ development,​ customers​ relationship​ management,​ as​ well​ as​ coordination,​ support,​ and​ development​ of​ the​ ABA​ network.

Ms. Ivana Tranchini

Country Manager, Visa Worldwide (Cambodia)

Ivana is Visa’s Country Manager for Cambodia. She is responsible for working with Visa’s clients, and industry and government stakeholders to develop Visa’s globally interoperable, secure, and reliable payments network for Cambodian consumers and businesses. Ivana was Visa’s Head of Products & Solutions for New Zealand & the South Pacific, where she led the industry efforts to implement Visa products and capabilities in a manner that created growth for the markets. She has also held Senior Sales and Corporate Communications roles for Visa in the Asia Pacific region for three years. Before joining Visa in 2013, Ivana had a 12- year career in corporate communications across payments and banking, as well as B2B consulting through global communications agencies. In this role, she advised a number of global companies, including Accenture and Bayer, on their corporate reputation. Ivana has built a broad understanding of payments from a global and local perspective. She has a particular interest in the role of innovation in closing the gap between developed and emerging payments markets, and the learnings that can be shared across these markets relating to new technologies, regulation, ecosystem dynamics, and operating models. Ivana has worked in a number of markets – Australia, Singapore, New Zealand, and now Cambodia – and traveled extensively participating in community-building programs and personal physical challenges, such as climbing Mt Kilimanjaro.

Mr. Thomas OSullivan

Chief Executive Officer, Realestate.com.kh

Tom O’Sullivan, CEO Realestate.com.kh has been residing in Cambodia for the past ten years. His education credentials include Management, Human Resource Management, and Commerce/Entrepreneurship at Swinburne Institute of Technology.

Tom’s professional career has been centered around start-ups, social enterprise, tech, hospitality, and marketing. In 2015 Tom joined Digital Classifieds Group, which owns a portfolio of South East Asia and the Pacific’s Leading & Fastest Growing Online Classified Platforms.

Since 2015 Tom has built Realestate.com.kh to become the number one real estate platform in Cambodia. Which includes an ecosystem of services, including websites and apps, physical expos and online expos, thousands of expert guides, and videos to educate local Khmer and international buyers on the real estate market in Cambodia.

Ms. Davy Kong

Co-Head of Real Estate and Construction Practice Group, DFDL

I am the Co-Head of Real Estate and Construction Practice Group at DFDL Cambodia. I have 14 years of experience in real estate and construction sectors where my practice is on land law, construction law, factory law, environmental laws, trust laws, and SEZ regulations. I have advised local and foreign clients on the most effective way of managing legal risks and navigating regulatory framework including project finances by preparing security documents and registering security for multi-million dollars loan, real estate development projects and restructuring landholding companies with million dollars immovable properties in Cambodia.

I hold a master degree in Private Laws and a bachelor degree in Laws, Royal University of Laws and Economics. I hold BA in English Translation; Interpreting, Royal University of Phnom Penh’s Institute of Foreign Languages.In 2006 I was selected as a Youth Ambassador for Ship for Southeast Asian Youth Program to ASEAN countries and Japan (on Leadership Training, IR & Social Activities). I was also nominated by the US Embassy as an ASEAN Young Ambassador to USA in 2011 (on US & ASEAN Trade & Business, Federal Laws, Freedom of Press, CSR, NGO & volunteerism).In 2007 I started my career as a program assistant at NDI, promoting democracy & women’s leadership.In 2008 I was a legal officer at Phnom Penh Special Economic Zone for legal compliance and real estate contract drafting. I joined DFDL in 2012 and currently I am a Co-Head of Real Estate and Construction Practice Group.

Mrs. Kim Tol Tan

Mrs. Kim Tol Tan is the Chief Digital Strategy Officer for Prudential Cambodia Life Assurance Plc. She is leading the company’s strategic initiatives to making quality healthcare and insurance services more affordable and accessible to all Cambodians. Kim is responsible for delivering simple digital insurance products and artificial intelligence (AI)-powered healthcare services through Pulse by Prudential (Pulse), a health and wellness digital app. She will also drive digital partnerships to grow the company’s ecosystem of healthcare services to meet the evolving needs of the consumers in the country. Kim has extensive experiences in the insurance, banking and technology industries. Prior to joining Prudential Cambodia, Kim was the CEO of BIMA, the largest micro-insurer in Cambodia. She also held business consultative roles in Wells Fargo in the United States before she moved back to Cambodia in April 2019 to fulfil her passion in driving healthcare and protection in her mother country. Kim is passionate about serving the community by networking and connecting with other leaders to help support issues and causes important to the business community. Mrs. Kim Tan holds a Bachelor of Science in Business Management from The George L. Graziado School of Business and Management, Pepperdine University in California, USA.
